There is a new website run by the Center for Security Policy in Washington, DC called CAIR Observatory. It tracks and investigates the foreign funding, foreign direction and domestic political influence operations of the Council on American-Islamic Relations (CAIR) in the United States of America. According to the website, CAIR has:
- Received at least $2,192,203 in Contributions, Income and Money from foreign principals in the form of 10 distinct transactions
- Received a $2,106,251 mortgage loan from a foreign principal for their Washington, D.C. headquarters
- Secured the promise of at least $54,500,000 in pledges from foreign principals
- Met and coordinated with foreign principals on at least 30 occasions
- Engaged in at least 51 political influence operations on behalf of foreign principals in the United States
- Additional evidence exists that cannot be made public at this time documenting an additional $2.4 million in foreign donations and loans given to CAIR since 2000
The analysis is fully referenced with links to documents that are almost exclusively hosted or mirrored within the CAIR Observatory site itself, guaranteeing their fidelity and permanence. It will continue to grow over time as new CAIR activities as an unregistered foreign agent are discovered and documented.
The site has organized the documentation of CAIR’s FARA violations into 3 categories:
- (FF – Foreign Funding) : Accepting Contributions, Income, Money or Things of Value from foreign principals
- (MC – Meetings and Coordination) : Meeting and coordinating with foreign principals
- (IO – Influence Operations) : Attempting to influence United States policy on behalf of those foreign principals
ADJUDICATIVE DESK REFERENCE (Department of Defense Personnel Security Research Center):
The adjudicative guideline specifies that foreign contacts and interests may be a security concern under the following circumstances:
- The individual “has divided loyalties or foreign financial interests.” This is discussed below under Divided Loyalties and Competing Identities.
- The individual “may be manipulated or induced to help a foreign person, group, organization, or government in a way that is not in U.S. interests.” This is discussed below under Vulnerable to Influence or Manipulation.
- The individual “is vulnerable to pressure or coercion by any foreign interest.” This is discussed below under Vulnerable to Pressure or Coercion.
The adjudicative guideline also states that “Adjudication under this Guideline can and should consider the identity of the foreign country in which the foreign contact or financial interest is located, including, but not limited to, such considerations as whether the foreign country is known to target American citizens to obtain protected information or is associated with a risk of terrorism.” This is discussed below under Foreign Threats. . . .
Investigative Project on Terrorism, 25 Feb 10: The Council on American-Islamic Relations (CAIR) chapter in Washington State is seeking religious Muslim volunteers to work with state prison inmates. That has veteran corrections official Patrick Dunleavy concerned that the program could result in the radicalization of prisoners and create security problems. . . .
. . . . . Dunleavy spent 26 years working in New York State’s Department of Correctional Services. In that role, he witnessed first-hand the radicalization of inmates. Radical Islamists like Warith Deen Umar were placed in charge of hiring prison imams, and terrorists like Rashid Baz and El Sayyid Nosair were given privileged positions as Muslim religious leaders. Dunleavy, who served as Deputy Inspector General of the New York State Department of Corrections, was part of a special investigation called Operation Hades that monitored radical Islamist recruitment inside prisons. Dunleavy (who now lives in Washington State) said he has two major problems with the regulations instituted by the Washington Department of Corrections: As written they contain inadequate vetting procedures for volunteers and insufficient security safeguards, and the role of CAIR in the state program. . . . .

Dallas Morning-News, 23 Feb 10: The Council on American-Islamic Relations is a high-profile national organization that speaks out frequently when it believes Muslims are being mistreated. Recently, for example, it denounced the introduction of full-body scanners in airports as a violation of Islamic rules about modesty. Its Web site carries many press releases on a variety of civil rights issues. But CAIR has been quiet about the recent deportation order against Richardson resident Nabil Sadoun, a longtime member of the group’s national and Dallas-Ft. Worth chapter boards. . . .
. . . . Federal authorities say Sadoun, when applying for an immigrant visa in 1993, failed to disclose his role in founding the United Association for Studies and Research. The FBI says the UASR, based in a suburb of Washington, D.C., and now defunct, was formed to benefit Hamas.The U.S. later designated Hamas a terrorist organization because of its support for suicide bombings against Israel. Former leaders of UASR include a top Hamas official, Mousa Abu Marzook, who is wanted on terrorism charges in the U.S. and believed to be in Syria; and Abdurahman Alamoudi, who is imprisoned in this country on a 2004 terrorism financing conviction related to a Libyan plot to assassinate Saudi Arabia’s crown prince.
Federal prosecutors named UASR and CAIR as unindicted co-conspirators in the Holy Land Foundation terrorism financing case. Leaders of that defunct Richardson foundation were convicted in 2008 of aiding Hamas. . . Authorities say Sadoun, a native of Jordan, left the U.S. before Friday’s deportation order was signed. He served in the past decade as a staffer at the Islamic Society of North Texas in Richardson, and at Brighter Horizons Academy in Garland. In the 1990s, he was an imam at a mosque in Tulsa, Okla.
Jordanian ordered deported, but authorities say he’s already gone (Dallas Morning News, 20 Feb 10)
A Richardson man with links to the defunct Holy Land Foundation and the Palestinian militant group Hamas was ordered deported Friday at a hearing in Dallas.Immigration Judge Anthony Rogers ordered that Nabil Sadoun, 50, be deported to his native Jordan. Sadoun was not present at Friday’s hearing at the downtown Dallas federal courthouse. Authorities say he has already left the country.
Sadoun is a former member of the national board of the Council on American-Islamic Relations, which is listed as an unindicted co-conspirator in the Holy Land terrorism financing case. In 2008, five former Holy Land organizers were convicted in Dallas of providing support to Hamas. Last fall, U.S. Immigration and Customs Enforcement agents issued Sadoun a notice to appear before an immigration court on charges of violating immigration laws and omitting critical information on his application for an immigrant visa in 1993, officials said. . . .

Arab News/CAIR Press Release, 23 Feb 10: A prominent national Muslim civil rights and advocacy organization today thanked a Florida sheriff for his “prompt and professional” response to the circulation of an anti-Islam message by members of his department using official e-mail addresses.
The Washington-based Council on American-Islamic Relations (CAIR) said it received a complaint that two staffers of the Seminole County Sheriff’s Office forwarded an e-mail urging “patriotic Americans” to protest against US Postal Service “Eid” stamp marking the two major Islamic holidays of Eid Al-Fitr at the end of Ramadan and Eid al-Adha at the end of the pilgrimage to Makkah. The Eid stamp was first issued in 2001 and was re-issued several times as prices increased. The 44-cent version was issued last September. The e-mail, with the subject line “DO NOT BUY THIS STAMP,” falsely claims the stamp is new and that its creation was ordered by President Obama.
Sheriff Donald F. Eslinger on Tuesday told CAIR that the anti-Islam message is not representative of his department and that the staffers in question have been reminded of the policy prohibiting such actions.
“We thank Sheriff Eslinger for his prompt and professional response and for his rejection of intolerance,” said CAIR National Communications Director Ibrahim Hooper. “Our experience shows that the best way to challenge anti-Islam stereotyping is through education and outreach.”
He added that a copy of the Qur’an, Islam’s revealed text, will be sent to Sheriff Eslinger for use as a reference by department personnel. Hooper said the gift to the sheriff’s office is part of CAIR’s “Explore the Qur’an” campaign to distribute free copies of the Qur’an to 100,000 local, state and national leaders. To date, tens of thousands of copies of the Qur’an have been sponsored and are being delivered to leaders nationwide. Last year, CAIR sent a copy of the Qur’an to a Tennessee mayor who circulated the same e-mail. Copies of the Qur’an were also sent to the city council.
